Ice problem on exposed aggregate concrete

We have a small business in Alberta, Canada. Our sidewalks are exposed aggregate concrete. Sometimes there is melting or rain during the winter which causes dangerous ice to build up on the sidewalks when it re-freezes. It’s our understanding that salt de-icing products can destroy exposed aggregate. Scraping and shovelling does not work because the ice bonds to the concrete. Sanding can add some traction, but it does not remove the ice. We need a solution for this problem.
